FLAG DESCRIPTION / HISTORY
Year Adopted: Dec. 16, 1940, in use circa 1900
White field with golden a yellow border and a centered brown Phoenix emblem rising from red flames. A black bordered white scroll beneath the Phoenix image reads in gold lettering, a Spanish motto "Oro en paz. Fierro en guerra" ("Gold in peace, Iron in warfare") Beneath the emblem in dark blue lettering reads the city name "SAN FRANCISCO". The motto is derived from the San Francisco City Seal, which also bears both the phoenix and motto, and which was also adopted in 1900.

Official flag specifications are not strict:
The City and County shall have an official flag to be known as "The Flag of San Francisco." The flag shall be as follows:
A phoenix rising from the flames, below which shall appear the motto "Oro en Paz – Fierro en Guerra" (gold in peace; iron in warfare), both in a golden hue on a field of white, with the flag itself bordered with gold. The words "San Francisco" shall appear horizontally along the lower portion of the flag, below the phoenix and the motto, in letters of appropriate size, rich blue in coloring. (ref; San Francisco Administrative Code, General Provisions [Ord. No. 979 (1939), Sec. 1]

The city flag was selected from a design contest held in 1900, six years prior to the 1906 earthquake. The emblem is symbolic to six major fires during the gold rush years 1849-1851. (see guardiansof thecity.org, SFFD, Great Fires). The first portion of the flag motto "Gold in Peace" refers to the Gold Rush era, the second half..."iron in warfare" refers to San Francisco's role as the point of debarkment for troops to the Philippines in 1898 during the Spanish American War.

The City flag tells a forceful story of the resurrection and rebirth of the San Francisco following several major conflagrations in the 19th century. The Spanish motto at the bottom of the flag means "Gold in Peace, Iron in War": This motto has great meaning for San Franciscans who had seen the city wrecked twice by earthquake and destroyed six times by fire. Again in the late 20th century, those who saw the Marina Fire following the 1989 earthquake can also testify to the meaning of the phrase "Gold in Peace, Iron in War." (ref; sfmuseum.org)
